Ineffective border management systems frequently lead to considerable national, regional and international problems. Terrorism, piracy, organised crime and smuggling all benefit from weak border management. At the same time, this often makes the legal cross-border transit of people and goods more difficult, which may for example reduce the amount of money obtained in customs duties. With these problems in mind, this is a vital area where governance reforms can have a real impact.
