Police forces are the part of the security sector which is most visible to civil society. The general population is especially reliant on having a fully functioning police system which is neutral and accountable for daily life to run smoothly. In emerging and developing countries in particular, the police forces are frequently unable to adequately fulfil this role. Particular problem areas are the politicisation of the police, the unclear relationship between the army and the police, corruption, human rights violations as well as a lack of training and equipment.

Beforehand
Assessment and analysis of the status quo of the police in a civil society and local context and the context of the institutional and legal environment. Identification of problem areas and the need for reform; identification of entry points for reforms.
Drafting, development and design of suggested reforms and multisectoral strategies for improving the police system (depoliticisation, accountability, professionalisation, modernisation, definition of the division of roles between the police, military and civil society).
Implementation
- Development of programmes and materials for seminars and training programmes. Operation of the entire range of smaller programmes on individual issues such as human rights, corruption or fighting organised crime, right through to complex training programmes for the police and civil society. Implementation by an experienced trainer.
- Induction and supervision of institutional reform processes in the areas which are relevant to the police system (ministries, parliamentary supervisory bodies, justice, criminal prosecution and penal system, civil society and media etc.).
Research and evaluation
- Conducting qualitative and quantitative scientific studies on the individual aspects of the area of police reform.
- Evaluation of external projects in the area of police reform.
